They probably could, but in a practical sense I doubt it will ever happen.
For the Casino boats:
1. I have never been on one but I doubt that there are many private rooms if any. The operators want to maximize casino space. Where would the girls work?
2. The operators want to maximize gambling income. They don't want guys stuffing some of their money in a girl's pussy.
3. The operators don't want the boat filled with a bunch of horny non-gamblers who are just waiting to get their rocks off.
4. If pros were allowed on the boat, the "secrete" would get out fast and it would keep many gambler away. Most wivers would not want their husband on the boat, even if they were with them. Most women, married or single, would avoid the boat so as not to be taken as one of the working girls.

If you would suggest having a seperate "Love Boat", again not a very practical idea.
1. The time commitment for the hobbyist would be excessive. This would probably be the time scenario. Leave for boat - Allow 1.5 to 2 hrs to insure that you dont miss the boat. On the boat - 1/2 hr to International waters, min 3 hrs in Int waters (girls have to see multiple clients in order to make enough $$ to justify going on boat), 1/2 hr return to dock. Return home or wherever else. So it could turn out to be a 6 to 8 hour event (even Gilligan's trip was scheduled for less than that). Many guys just want a cheap, quick 15 minutes, one and done. If they go first, they would have to hang-out for over 3 hours before they can start home. If a guy had to wait for over 2 hours before his turn, he would know that there have been at least half a dozen before him that have used that mouth, eaten and pounded that pussy before him.
2. It wouldn't be any cheaper than now. Guys would have to pay to ride the boat before they can pay to ride the girl. The girls would almost certainly have to pay to ride the boat and that would be reflected in their fee which would already be higher than usual. Someone would have to pay the room rental and ultimately that would come out of the client's pocket.
3. The "God Squad" and their "community standards" would almost certainly result in the boat being proteted and picketed and even more damaging, photos being taken of those boarding and leaving the boat.
those 3 reasons alone will guarantee that such an operation will never happen.
While I have never heard of it, has anyone ever known of any pros that have ever worked a cruise liner (anyone besides Lauren Tewes, that is. Can't recall his name but I think that black bartender was her pimp).
