OPEC has never been able to keep their members together. It's like herding cats. When push comes to shove, each country behaves in a way which only serves themself.
Of course, they grouse about unity and all that, but at the end of the day, OPEC is a paper tiger.
I think justme was referring to the political chaos (even by South American standards) that is going on in Venezuala. In light of that chaos, oil independence makes more sense to the USA.
