I always assumed that people who obscure their plates are doing multiple crimes at a time.

Some guys just do it to avoid getting billed for tolls or to avoid red light and/or speeding camera fines.

So you are correct in that if they avoid a toll they with an obstructed plate that is actually 2 crimes.

This idiot who got caught was committing at least 3 crimes, obstructed plate, avoiding toll and illegal drugs in car.

Although he could have gotten caught on the highway by an observant LE and only committed 1 crime if he didn't have drugs in his car.

The trick is, when the LEO pulls you over explaining to them, the plates are dimmed out because they're easier on the eyes when you're drunk
