Congress Passes Bill to Curb Online Gambling
It Was Snuck Through on the Back of Port Security Bill

It took a backdoor move by the Senate Majority leader, but the bill designed to curb online gambling in the United States has passed.

Sen. Bill Frist helped get the Internet gambling ban attached to a defense bill designed to boost security at nation’s ports. The bill passed Saturday.

The bill calls for banks to work with the federal government to stop transactions between customers in the U.S. and offshore gaming companies. The bill makes it illegal for banks and credit card companies to make transactions with online gambling companies.

The bill considers online poker a form of gambling. Recently, online poker sites have worked harder to expand its customer base outside the United States, where about 80-percent of online poker players live.

The bill will not target players but does call for prison time for people who run online gaming companies. Banks that don’t comply by the bill may also face punishment. A representive from the Independent Community Bankers of America testified to the House that its members will have trouble enforcing the act.

The United States is moving in an opposite direction concerning this issue compared to the rest of the world. The United Kingdom recently moved to tax and regulate online gambling sites, and the European Union had made it clear that it considers online gambling a product that should be allowed to be freely traded.

More stupidity out of America.

I won't even get into the hypocritical part with OTB being basically a state run book, and if thats not bad enough, they've stated putting them it in public places like restaurants and sports bars to entice a non gambling oriented crowd into losing their money.

But many of the online books, poker sites and casino's have already started going around all this. They're merging or selling out their websites to the legit land based casinos and the billing runs thru their portals. And unless congress is prepared to curtail US banks from doing business with these countries banks, hotels and casinos in these extremely popular US vacation destinations... then this shouldn't even put a dent in the on line gaming industry. The only way to stop it is like they do in vegas or like they once did in the Islands...... you gots to be there or you gots to have cash.

First I'd never leave any kind of serious money in an account.... only what I needed to play. Good luck finding some of these guys if they shut their doors. The only people I use I've known and done business with for a dozen years at least. But I don't gamble on line with any of these fly by night sites.

Depending on your who on line casino is and who they will be doing their future billing with... prob no interruption at all except maybe to re-register your card with their new bank. I set up my initial accounts in person and have a friend fly down a few times a year for appearances.

The whole problem with the US ever enforcing this policy is they'll get little or no co-operation from the other end. It's the books and casinos who will figure out how to 'launder' the money and so will their banks down there. They don't want to miss out on the US business and they're not going to let some self righteous assholes in congress stop them. I've been playing around with off shore casinos and books for 15 years and shit like this has happened before and they always adapt practically without ever missing a beat. I'd be surprised if any of the major casino's or poker sites shut down US service.

I have been using EASYBUY to fund my PP account, when I need to, I also have them deposit any winnings into my account at the bank, but I guess that will have to change, now I will have to wait for a check... EasyBuy is like a phone card I guess, you can get a 250.00 dollar one for 260, and put the pin in the deposit funds area, and it is instant, I don't use a credit card or debit card for my online shit, no need for the wife to know what I am winning.......or Losing LOL

I have dealt with Party Poker a few times, and EVERY time they were nothing short of total pro's, and usually went far above what they should have to make me happy. I think the other products will be a slick way of getting loot into the account, some other service that allows you to transfer funds from that acct. to your PP acct....good idea

This seems to be more than just an issue of deposits and funding.... Here is a piece of an electronic correspondence supposedly from PP to one of its "affiliates" (for rakeback and such), circulating around the internet:

"What is the impact of the act on our business?

PartyGaming will no longer accept wagers from US customers once the act becomes law. Customers resident in the United States, or accessing us from the USA will no longer be able to access our real money gaming services. Customers will still be able to use our play money and non-gambling services. They will also be able to cash out their present balance if they wish to."

I don't see the point in keeping any money in the site, not for long at least....

* Other services..... an on line store. You play poker and they bill it as T shirts.

If anyone is interested and the APM allows..... I can post some links to some lower profile books and casinos I use who have poker/casino sites that will not be shutting down but the accounts must be opened with a deposit dropped either in person or thru money tranfer via Western Union etc.... You also may have to set it up on the phone via an international number. But once you're set up... you can play poker or bet sports on line or by calling up direct.

A little off-topic, but one reason I've never played online poker is that I've read that there are "bots," (poker playing computer programs) all over the place on those sites. Does anyone know anything about this?

There's no telling whats out there or who's rigging the software which is why I do so little gambling at on line casinos and card rooms.

My understanding is that, following signing of the bill into law, Party is not going to allow U.S. based accounts to play real money games.

Other sites, like Interpoker, has ALREADY disabled U.S. based accounts (even before the bill is signed by the president!)... well, they disabled my account at least.

I agree with C9 and Ozzy that certain sites will still allow play.... the U.S. market is so huge, sites like Absolute, Paradise and Pokerstars (so far) has already taken a chunk of Party's business.

Neteller has already stated that it will operate as "business as usual" at least until the 270 day period for the regulations to offer guidance as to how "banks" and similar institutions are expected to proceed.

On a personal note, I've already gone and made a deposit of a small amount into neteller... not sure which site I'll play on -- and the interesting thing will be withdrawing winnings -- not sure how that is going to work, exactly.

Up to 270 days after the bill is signed by the president (if it hasnt yet).

However, there are going to be ways around the bill, the bill is poorly written and the US cant enforce non-US banks to comply. Plus enforcement will be a nightmare.

Cardplayer.com has been great with online articles written about the bill, I suggest you check them all out.

Barry Bonds (as well Sosa and McGuire during their HR race) hit specially marked baseballs once they reached I think 50 home runs..... Thats an indisputable fact I've proven here too many times already that I won't get into it again. I think I got yelled at cause I called them "hologram" balls rather than "specially marked". Who cares what they're called or what kind of marking was used.... all three hit balls that were only "in play" when they came to bat and promptly removed from play after they finished the at-bat.

And I never said any poker sites were rigging you games or playing with bots... I just said there's no telling whats going on. But I can assuer you that in an unregulated field such as internet gambling.... if you give human nature a chance to steal or tilt the odds...... human nature probably will.

But you're right about these poker sites not shutting down. I was on the phone with a few books in the islands over the weekend and they've telling me some of the sites were long prepared for this and had alternate billing options already in play.

A new, more bleak, statement came out by neteller.... Doesn't seem to affect anything at the moment, but it evidences a shift in their policy...

This action is intended to ensure that the Company is able to continue to operate with the support of its principal commercial partners and to protect its shareholders, business partners, employees and reputation.
