Yes, the NYTimes had an article on this. It turns out there is no genetic reason not to allow marriages between first cousins since the increased risk of birth defects due to genetic anomolies is not raised much at all.

Being an amateur genealogist, I have discovered several cases where first cousins removed once have married in my ancestral tree. In small, rural communities which tended to be somewhat ingrown in the 1800's, such relationships were apparently not uncommon.
