How do I pay to advertise and are the regional boards free advertising? I'm a little confused.

Ok, I think I've read all the "start here" rules pages, and I realize I need to be a paid advertiser in order to post any contact info, etc., but I can't find into on how to become a paid advertiser.

And I'm confused about what the difference is between the Advertisers Advantage section and the local area advertising sections...

I tried to PM a mod, but can't figure out how to contact anyone... I am not new to discussion boards, but am having trouble learning my way around this one and would really appreciate some help.
